Reading Readiness

Our Efforts:

In New Mexico, thousands of children who need early reading intervention from kindergarten through 3rd grade did not receive it. As a result, last year just over 12,000 children were not proficient in reading when they entered the 4th grade. Reading at these stages is critical to student success: a student’s ability to read at grade level by the 3rd grade is the #1 indicator of whether or not that student will complete high school.

A 2011 study conducted by the Annie E. Casey Foundation showed that a student who can’t read at grade level by the 3rd grade is four times more likely to drop out. The purpose of Governor Martinez’s early reading initiative is not to hold back students, but to make sure they have these essential skills so that retention is never necessary. That is why we are proposing $17 million in new funds to provide screening for all students, intervention support for those students who are struggling, and reading coaches to support both teachers and students as they work to increase their reading abilities. Additionally, our Pre-K programs use the New Mexico Early Learning Guidelines to build children's language and literacy skills so that children learn to read before the third grade, and will be able to read to learn beginning in the fourth grade. Early childhood care and education programs focus on the well-being and education of children. New Mexico is committed to supporting all early learners with screening and early intervention if they are struggling.

Our Goals:

Half of all students in New Mexico can’t read at grade level. The most recent Student Based Assessment Data (SBA) reveals our students are losing ground when it comes to reading.

In the 2009-2010 school year, only 57% of New Mexico’s 3rd graders were reading at or above their grade level. One year later, only 47% of those same students were proficient in the 4th grade. Further, the 2011 National Assessment of Educational Progress (NAEP) showed that 80% of New Mexico 4th graders are not proficient in reading. New Mexico is committed to significantly increasing the number of students reading on grade level by the end of the third grade. Childcare teachers will be trained to use New Mexico Early Learning Guidelines, which plans reading activities for children from birth through Kindergarten.

Make a Difference:

What you can do to make a difference

Reading daily with children greatly impacts a child’s ability to read at grade level by the end of third grade. Research clearly shows that reading with a child increases their success in academic achievement. We challenge each adult to read more with the children in their home and community. Encourage parents with limited literacy skills to attend Adult Basic Education classes so they can read to, and with, their children. Parents can use the information that will be provided as part of the proposed screening assessments to support their children outside of the school day. Together we can prepare our youngest learners for future success by supporting them as they learn to read.
